STATUTORY DECLARATION

I, Byron Prior, of 66 Readers Hill Crescent, in the Town of Conception Bay South, in the Province of Newfoundland, HEREBY MAKE OATH AND SAY AS FOLLOWS:

1. I am the Declarant herein and as such have personal knowledge of the facts and matters hereinafter deposed to except where the same are stated to be based on information and belief and where the same are so stated I verily believe them to be true.

2. I was born in Grand Bank, Newfoundland. My date of birth is the 29th day of July, 1953.

3. I am the oldest in a family of six (06) girls and four (04) boys all of whom were also born in Grand Bank, Newfoundland.

4. From approximately the are of four (04) until approximately the age of seventeen (17), I was subjected to numerous physical, sexual and emotional assaults.

5. All of my siblings were also subjected to physical, sexual and emotional assaults by several different persons for a number of years when they were adolescents.

6. In 1966, T. Alexander Hickman, the Newfoundland Justice Minister, raped and impregnated my sister Susan Prior who was twelve (12) years old at the time.

7. Susan Prior subsequently gave birth to a child, Marjorie, as a result of this rape by T. Alexander Hickman. Another child, Aaron, could also possibly be from Hickman.

8. T. Alexander Hickman was fourty two (42) years old and a prominent lawyer at the time he raped my sister Susan, on the day he was elected to represent Grand Bank, in our Provincial Government.

9. T. Alex Hickman was appointed as Newfoundland Minister of Health 1968 to 1969, appointed as Newfoundland Justice Minister 1966 to 1979, and appointed as the Chief Justice of the Supreme Court of Newfoundland from 1979 to 2000.

10. I have reported the acts of physical, sexual and emotional abuse perpetrated on myself and/or my siblings to the authorities on a number of occasions during the times relevant to there occurrences in an attempt to prevent further abuse.

REPORTS MADE TO THE RCMP, GRAND BANK, NL.

(a) In or about the year 1960 I reported the abuses to RCMP Sergeant Sturge;

(b) In or about the year 1962 I reported the abuses to RCMP office Gilbert White;

(d) In or about the year 1966 I reported the abuses to RCMP Cpl. Eaton;

(e) In or about the year 1968 I reported the abuses to RCMP Cpl. Sparkes, who took my written statement;

(f) In or about the years 1970-1972 I reported the abuses to RCMP officer Len Briand and Municipal Policeman Richard Foote;

(g) On March 09, 1998, I reported the abuses at the RCMP Detachment in St. John’s, Newfoundland. On this occasion I spoke with several RCMP officers over a fifty two and a half hour (52.5) period of time. Several RCMP officers took written statements from me.

11. I have reported the above sexual, physical and emotional abuse of myself and my siblings to Newfoundland Child Protection Agencies numerous times during the time periods relevant to the abuse occurrences.

12. In the 1970’s my three sisters, Joan, Lucy, Donna and my brother Allan and my niece Betty Ann also made reports to the Grand Bank RCMP.

13. To this date, neither myself no my siblings have received any assistance whatsoever from the RCMP or any Newfoundland government agencies despite the multitude of evidence provided by myself and my siblings since these abuse occurrences began.

The authorities won’t even ask the people involved for DNA samples.

The Department of Justice Canada Reports on Child Sexual Abuse Statistics

So, given these statistics below, it is highly possible that Byron Prior and his siblings were victims of sex crimes as children.

Because NOTHING has been done by the Department of Justice or the Canadian Government despite Byron spending 7 (seven) months on Parliament Hill requesting assistance from politicians and bureacrats, Byron and his brothers and sisters remain victims.

UNTIL the Department of Justice holds former Chief Justice T.Alex Hickman and the other alleged criminals responsible for the crimes they committed against this family, they will remain victims.

The Department of Justice defies its own legislation to INVESTIGATE reports of child abuse in the case of Byron Prior and his siblings.
In denying justice to Byron's family, the Canadian government denies justice to all its people.
So much for Stephen Harper's "New Government".

"Although many cases of abuse are still not reported to either police or child welfare authorities, data from police reports and child welfare authorities is still the most important source of information about child abuse. A recent study, the Canadian Incidence Study of Reported Child Abuse and Neglect (CIS) estimated the extent of child abuse in Canada based on data from child welfare authorities.4 The CIS is an important milestone in providing a national picture of child abuse. This study collected information about more than 7,000 child welfare investigations conducted across the country during a three-month period in 1998. Based on this data, the CIS estimated that there were 135,573 child maltreatment investigations in Canada in 1998 - a rate of almost 22 investigations for every 1000 children in Canada. Child welfare workers were able to confirm that the abuse had occurred in almost half (45%) of all cases.5

The key findings of the CIS include:6

Physical abuse: In 1998, about one third (31%) of investigations involved physical abuse as the primary reason for the investigation. Physical abuse was confirmed in about one third (34 %) of these investigations, a rate of 2.25 cases of confirmed physical abuse for every 1,000 children in Canada.

Sexual abuse: One in ten (10%) investigations in 1998 involved sexual abuse as the primary reason for the investigation. Sexual abuse was confirmed in more than one third (38%) of these cases, a rate of 0.86 cases per 1,000 children.

Neglect: Neglect was the primary reason for investigation in 40% of all cases in 1998. Neglect was confirmed in 43% of these cases, a rate of 3.66 cases per 1,000 children.

Emotional maltreatment: In 1998, 19% of all investigations involved emotional maltreatment as the primary reason for the investigation. Emotional maltreatment was confirmed in more than half (54%) of these cases, a rate of 2.20 cases per 1,000 children."

Child Sexual Abuse is Rampant in Canada

A 1996 report, Child and Family Services Annual Report 1992-93 to 1994-95, presents statistical data on child welfare services in Canada.

• It is estimated that there were nearly 12 000 investigations of child sexual abuse in Ontario in 1993. Sexual abuse was substantiated in 29 percent of these cases and suspected in another 27 percent.

• In British Columbia, more than 500 complaints of sexual abuse were received in March 1992.

• The most extensive study of child sexual abuse in Canada was conducted by the Committee on Sexual Offences Against Children and Youths. Its report indicates that, among adult Canadians, 53 percent of women and 31 percent of men were sexually abused when they were children.

RE: Mr. Byron Prior - Request for a Private Audience with the Justice Minister

Dear Mr. Doyle:

We write on behalf of Mr. Byron Prior, a Canadian citizen and resident of Conception Bay, Newfoundland.

As you are aware, Mr. Prior has been protesting peacefully outside the Parliament Buildings in Ottawa since April 2006 because the disclosures of abuse allegedly perpetrated against him and his siblings by Mr. T.Alex Hickman and others who lived in his home town, have not been investigated over 30 years.

The Minister of Justice, Hon. Mr. Vic Toews, as well as the Prime Minister’s office, have copies of the list of perpetrators who allegedly abused the Prior children. Mr. Prior’s sisters, Joan and Susan, are able to testify as eye witnesses. To date they have been intimidated by the Hickman family and frightened into silence over the decades.
If the Justice Department could offer them protection, they would be able to deliver their affidavits.

It has been seven months since you and your colleagues have personally witnessed Mr. Prior’s presence outside Parliament since April this year. We ask now that some respect be shown by organizing an audience between Minister Toews and Mr. Prior.

Canada’s new government cannot expect us to believe that it takes combating crime seriously if the Justice Minister ignores Mr. Prior’s presence outside his doorstep for seven months.

We have been told by officials in Ottawa that Mr. Prior cannot request this audience himself because he must observe protocol and request that you, the Member of Parliament for Newfoundland, make this request on his behalf.

Mr. Prior is asking that Mr. T.Alex Hickman submit to a DNA test to prove that he did not rape Byron’s sister when she was 12 years old. The child who was allegedly born of this crime, is today in her twenties and allegedly acknowledged by Mr. Hickman.

If the DNA test results positive and it is proven that Mr. Hickman did rape Byron’s sister over twenty years ago when she was twelve, we expect Minister Toews and our government to punish Mr. Hickman and the other alleged perpetrators to the fullest extent of the law.

It is an embarrassment to Canada that a working father and husband from Newfoundland, who alleges that he and his siblings were repeatedly molested and sexually violated over a period of two decades by former Chief Justice Hickman and the other citizens in his home town, must stand before the Houses of Parliament 5 days a week, for seven months, because the legal system has failed to protect him and his family from ongoing suffering as a result of these crimes.

It is unacceptable that your office and the office of the Justice Minister continue ignoring Mr. Prior.

What an eye-opener for the many thousands of tourists who visit the Parliament buildings in Ottawa, to see Byron standing on the lawns with his signs and his information leaflets.
Many visitors to the Hill have left messages for Byron on his website.

We look to Canada’s new government to deliver to the people what Prime Minister Harper promised during the elections: a Canada that takes strong action against criminals.

You just can't keep a good man down. Byron Prior is living proof of that. He shares that legend with George Chuvalo, Canada's boxing hero who was never knocked off his feet!

We spoke to Byron in Ottawa - he enjoyed his rest at home with his family, but he is back for the remainder of the year - or at least until Mr. Andrew House or MP Rob Moore indicate that they have made headway in the investigation.

THE RISE AND NEVER FALL OF GEORGE CHUVALO
For most of the 1960’s and part of the early 1970’s Canadian George Chuvalo was a mainstay in the talent rich heavyweight ratings. RING Magazine founder Nat Fleischer called George on of the most durable fighters he had ever seen. In his long distinguished career the rock jawed Chuvalo was NEVER off his feet. Amazing seeing the competition he faced. For the sake of space let’s start looking at George’s career from 1965 on.
Chuvalo’s 1965 bout with ex-world champion Floyd Patterson was one of the year’s best action fights. George never stopped coming forward as he landed clubbing rights to Floyd’s head and terrific lefts to his body. Still Floyd showed a heart that everyone doubted he had. He absorbed Chuvalo’s fury and used his outstanding hand speed to win a popular decision over George. Although George lost, his courage impressed the crowd despite the losing effort Chuvalo was matched with World Boxing Association titleholder Ernie Terrell. When Ali met Sonny Liston in their rematch the W.B.A. stripped Ali and recognized the winner of a Terrell-Eddie Machen bout. Terrell captured a boring verdict and the “vacant” crown. Against Chuvalo, the 6’7” Terrell used a long jab and a grab and clutch style to outscore George over fifteen rounds.
The roller coaster career of Chuvalo continued into 1966. George traveled to London and was upset by Argentina’s Eduardo Corletti in ten rounds. The loss appeared to have pushed George out of the title picture. Instead he benefited by being in the right place at the right time.

When a proposed Ali-Terrell fight fell through, Ali agreed to come to Toronto and defends against George. Although the bout was entertaining it was also one sided. Try as he might, George was unable to reach the fleet-footed Ali. For all his efforts, Chuvalo received numerous jabs, hooks, uppercuts and crosses from a prime Ali.

Even in losing, George received the respect of the public for his gaminess.

Later in the year Chuvalo met fellow brawler Oscar Bonevena of Argentina. What looked to be a great match up between the two sluggers turned out to be a dud. Oscar “finessed” George to win a ten round decision.

George got back on track in 1967. Two kayo victories over Willi Besmanoff led to Chuvalo being matched with the streaking Joe Frazier. “Smokin” Joe had won the 1964 Olympic Gold Medal and was undefeated as a pro. George was to be his toughest match to date. Frazier was at his best in this battle as he ravaged George throughout with his famous left hook. To his credit George gamely refused to fall but the referee saved him in round four.

Again just as it appeared that George’s tenure as a top contender was Chuvalo got one more chance as he again faced Muhammad Ali. Ali had lost to Frazier in over he rose from the ashes.

An impressive upset kayo wins over highly regarded Mexican Manuel Ramos put him back in the rankings. His success was short lived.

In 1969 he met huge Buster Mathis. Buster’s only loss had been to Frazier and he needed to win to set up a rematch with Joe or a shot at the W.B.A. titleholder Jimmy Ellis. Mathis who was a fine boxer for a big man gave George a pugilistic lesson over twelve rounds.

George closed out 1969 in a “White Hope” battle versus popular but erratic Jerry Quarry. For six rounds the Irishman outboxed Chuvalo who was cut and bleeding. Jerry looked to be on his way to a comfortable point winning or even a TKO. In round seven George went for broke and clubbed Jerry to the canvas. Quarry was listening to the referee’s count on one knee but at “10” he failed to rise. Jerry quickly jumped up and claimed he had lost track of the count but his protesting fell on deaf ears and Chuvalo’s kayo victory had him back in the top ten.

The win over Quarry landed George another bout with an Olympic hero. George Foreman had won the Gold Medal in 1968 and he was climbing quickly up the professional ladder. A win over Chuvalo would look nice on his record. The bigger, stronger Foreman was in control from the start. He pummeled Chuvalo at will and in the third round he sent Chuvalo reeling across the ring. Only the ropes prevented a knockdown. Still Chuvalo kept his feet but was defenseless against Foreman’s follow up barrage and the referee stepped in.

In 1971 Chuvalo dropped a ten round duke to ex-champion Jimmy Ellis. George did manage a points win over still dangerous ex-contender Cleveland Williams.
In 1972 Chuvalo got one more chance as he again faced Muhammad Ali. Ali had lost to Frazier in 1971’s “Battle of the Century” and now he was taking on all comers while awaiting a rematch with Joe. Although George gave a respectable showing the great Ali again outclassed him.

From this point on George slowly faded from the picture. He hung around a few more years dominating the Canadian heavyweight scene but his days as a world class contender were over.

Still after absorbing the punches of Ali, Frazier, Foreman, Quarry, Patterson and Ellis he stood tall with his feet planted firmly on the ground. He wouldn’t have it any other way.

Justice to create new positions to combat organized crime

While speaking yesterday to the 101st annual Canadian Association of Chiefs of Police Conference in St. John’s, Justice Minister and Attorney General Tom Marshall announced government’s intention to add an additional 13 ½ positions to Criminal Intelligence Service Newfoundland and Labrador (CISNL) during the fiscal year 06/07 and early next fiscal year.

The minister’s announcement came on the heels of a report released on Friday by Criminal Intelligence Service Canada on organized crime groups in the country.

"Even though we are located on the far east coast of Canada we are not immune to organized crime. While we are fortunate that we do not have the level of organized crime as is prevalent in some other regions, organized crime is still of serious concern to our government and our provincial police forces," said Minister Marshall. "Currently, the human resources allocation to Criminal Intelligence Service Newfoundland and Labrador is limited to four and a half positions. We feel this number is inadequate and plan to significantly increase the number of positions by 13 ½."

The minister said these positions will include nine intelligence officers, a senior non-commissioned officer operations officer, two strategic analysts and 1 ½ support staff. "We take organized crime seriously and we will put the necessary resources in place to deal with it."

Yesterday’s announcement complements government’s commitment to training 75 new RNC officers over a three-year period, as well as the $10 million increased investment announced in Budget 2006 aimed at improving human and operational resources of both provincial police forces. "Every Newfoundlander and Labradorian has a right to feel safe and secure in their community and our government will continue to take the necessary steps to ensure this right is protected," said the minister.

Criminal Intelligence Service Newfoundland and Labrador is a branch of Criminal Intelligence Service Canada (CISC), a national agency tasked with unifying criminal intelligence units of Canadian law enforcement agencies in the fight against the spread of organized crime in Canada.

The Royal Newfoundland Constabulary has charged a 38-year-old St. John's man for mimicking the e-mail address of Newfoundland and Labrador Premier Danny Williams.

The province shut down its e-mail system for several hours last week when it discovered that someone had been sending e-mails from what appeared to be the premier's account.

However, a short time after pulling the plug on the government's e-mail system, the messages were discovered to be a ruse. Officials said the person who sent the messages was unable to read the premier's e-mails or access sensitive information.

Police said Wednesday that a man was formally charged last week with one count of mischief in relation to the incident.

While police have not named the individual, Paul Perrier said this week that he is the man responsible.

"Last week I was the man, basically, who made the front page of the Evening [sic] Telegram," said Perrier.

Man plans to plead not guilty

Perrier claimed he sent an e-mail containing nasty and wild accusations about Premier Danny Williams last week and he said he made it look like it came from the premier's account. He added it was a ploy to draw attention to children's issues.

"I want to rattle this guy's chain, that's why I sent out this spoof e-mail," said Perrier.

"I never cracked into no system or anything like that. It was just a little basic program I used to make it look like it came from the premier's e-mail."

The provincial government said about 80 employees and an unknown number of outside accounts actually received the message.

Perrier, however, claimed the actual number is a lot higher. He said he went to random websites and picked thousands of addresses.

"Well, I had a list of about 44- or 45,000 e-mails, I suppose," said Perrier.

"I got about 50- to 55,000 out of it, I suppose."

While Perrier claimed he sent the e-mails, he said he is going to plead not guilty to mischief at his court appearance in September.

The police said an investigation is still underway by the RNC's economic crime unit and the RCMP's integrated technical crime unit.

A spokesperson for the RNC said police are not ruling out further charges.

Peter Shea, the province's chief information officer, said he knew something was wrong when government employees began receiving e-mails from Williams around 1 a.m.Tuesday.

While the messages appeared to come from the premier's account, Shea said, they contained a derogatory and inflammatory message aimed at Williams himself.

"Clearly, you know, it would raise questions about the veracity of the whole thing," Shea said.

Hacker fears

Shea said his first concern was that someone had hacked into the government's system. However, a short time after pulling the plug on the government's e-mail system, the messages were discovered to be a ruse.

"The e-mail was just, as we would call it, a spoof," Shea said.

"It was a very well-constructed masquerade to make it look like it was the premier. But in fact, the person had actually never, ever been in the premier's e-mail address itself."

Shea said the person who sent the e-mails was not able to read the premier's e-mails or access sensitive information.

Information given to police

He said the individual was using servers and websites across Canada and the United States. All that information has been turned over to the police.

"It's entirely possible that he could, in fact, be anywhere," Shea said.

"The police will determine exactly, physically, where he was located, I'm sure, in the next couple of days."

Shea said that although the person did not breach the government's security, the province has already taken steps to tighten its e-mail system even further.

Canadian law states that if you know about a crime and don't do anything about that crime then you are just as guilty as the person/persons who committed that crime. Especially if you are in a position to help.

Ask Danny Williams the Premier of Newfoundland andLabrador to either deny/admit knowing about these rapes against children concerning the Byron Prior Case in these emails that are being sent out. It can be proven that Danny William the Premier of Newfoundland & Labrador is fully aware about these crimes and refuses to have these rapes against children investigated Danny and his law firm at the time looked over Byron's case for 6 months and even though this can be proven through DNA, Danny and his firm refuse to help Byron.
Also ask reporter Fred Hutton and Geoff Stirling of NTV and OZFM to either deny/admit knowing about these rapes against children concerning the Byron Prior Case. These people have a copy of Byron Prior's file in their possession and have spoke with Byron about this but say they can do nothing for him, knowing Byron can prove these rapes did actually happen through DNA TESTING!

Stories of a 4-year-old baby girl left on the kitchen floor in a pool of their own blood after being raped. Reporter Fred Hutton and Geoff Stirling of NTV & OZFM reviewed Byron Priors files and spoke with Byron, even though Byron can prove these rapes occurred BEYOND ANY DOUBT through DNA TESTING that no courtroom can dispute.Reporter Fred Hutton and Geoff Stirling of NTV andOZFM still will not help these people get justice.
Why may you ask? Because these men are Former Chief Justice Minister of Newfoundland & Labrador T. Alex Hickman (owner of Hickman Motors) and also Liberal MP Bill Matthews which are the fathers of the babies from the children they raped. By the way, these men actually paid money to be able to rape these children. Liberal MP Bill Matthews and his friends raped the same child repeatedly, for more than 3 Yrs. At 14, she had a second baby. A third baby, at 18 & 3 miscarriages also. If you have millions of dollars and own a number of businesses it seems like you can rape children and the government and justice system will turn a blind eye to it.

The RCMP and RNC also have a big part of this cover up of rapes against children. Despite six visits with the Royal Canadian Mounted Police, including more than 50 hours of testimony and a list of countless witnesses, absolutely nothing has been done in the defense of Mr. Prior and his siblings to this day.
Also Constable Jim Case of the RNC will even harass this rape victim, hoping Byron will go away because the man Byron wants charged with rape is former Chief Justice Minister of Newfoundland & Labrador T. Alex Hickman. This man T. Alex Hickman, a child rapists the RNC honour in the lobby of the Fort Townshend building. Constable Jim Case of the RNC even told Byron that he
(Constable Jim Case) is not there to find the truth but to try and have Byron charged to get him to shut up about these charges against former Chief Justice of the Supreme Court of Newfoundland T. Alex Hickman. A Saskatchewan farmer who helped locate fugitive child molester Peter Whitmore and two boys is downplaying suggestions that he is a hero.
Pat Beaujot was on his way home for lunch on Tuesday when he decided to check out an unoccupied farm in Kipling, less than two kilometres from his own farm.

Police had asked residents to check vacant properties in the area following the disappearance Sunday of Zachary Miller, 10, from the nearby community of Whitewood.
Investigators had named Whitmore, a pedophile with a string of convictions for assaults against children, as the prime suspect in Zachary's disappearance. Whitmore was believed to be travelling with another missing youth, 14-year-old Jordan Bruyere.
Beaujot said he found tire marks in the long grass at the farm, and spotted a van sought by police in a garage.

He then went home to phone police, who arrived within about 15 minutes.
Shortly after police arrived at the scene, Zachary was spotted coming out some bushes near the farmhouse.
"He seemed OK," Beaujot said. "He wasn't running frantically or screaming."
Police then began 10 hours of negotiations at the farmhouse before Whitmore surrendered late Tuesday night.
Police said Jordan walked out of the house first, followed by Whitmore a few minutes later.
Beaujot was modest about his role in Whitmore's arrest.
"There were hundreds of people in the area wanting to help in any way they could," he told CBC News on Wednesday morning.

"There were many, many other people doing the same thing I did, looking in abandoned buildings and checking areas for anything suspicious.
"I just happened be the person who came upon the right yard."
Whitmore, 35, was taken into custody and charged with one count of abduction.

Thank God and Thanks to the wonderful resident near Kipling who alerted the RCMP to the abandoned vehicle of the suspect. Because of their thoughtful and prompt action, the two abducted boys were located. One has already been returned to his family.

Police said they were negotiating with 35-year-old Peter Whitmore. They also said that 14-year-old Jordan Bruyere of Winnipeg was with Whitmore at the farm and is apparently in good condition.

Earlier Tuesday, RCMP confirmed that 10-year-old Zachary Miller of Whitewood, Sask., was found at the farm near Kipling, Sask., about 170 kilometres southeast of Regina.
"We now have Zachary with us and we are reuniting him with his family," RCMP spokeswoman Heather Russell said. "He appears to be in good condition."

Police said a resident of the Kipling area spotted an abandoned van that matched the description of the vehicle police had been searching for. While the person was investigating, a young boy ran out of a farm building, located about 17 kilometres east of Kipling.
Police immediately cordoned off the area and an emergency response team was dispatched, said Russell.

The two boys disappeared from Whitewood Sunday. Police issued an Amber Alert after Zachary disappeared and also issued a Canada-wide arrest warrant for Whitmore for abduction.
Whitmore a no-show for hearing
Whitmore has spent time in prison for sex crimes involving children. He served 16 months in custody after being convicted in Ontario in 1993 of abduction and sexual offences involving four boys.
Just nine days after he was released, he took an eight-year-old girl from Guelph, Ont., to Toronto. He received a 56-month sentence for a sex offence involving the girl.
His most recent prison sentence, for violating terms of his probation, was served in Chilliwack, B.C., and ended in June 2005.

B.C. authorities successfully applied for a court order, good for one year, to monitor his movements within the province.
Whitmore revealed he was planning to move to Alberta and authorities in that province were alerted, but he failed to show up for a June 29 hearing.
Residents in Topsail, about a 20-minute drive from St. John's, N.L. told CBC Tuesday that Whitmore moved into the community in late June but left shortly thereafter. Whitmore reportedly told locals that his wife had died and that he was looking to bring his two young children to the area.

Whitmore's former lawyer, Daniel Brodksy, said he can't believe the convicted pedophile was allowed to travel freely from province to province.
"It's amazing that with Peter's history — where even his own defence lawyer says he's a high-risk, high-needs individual who can live in the community but only if he's properly supervised — how you can let the conditions of his supervision expire," said Brodsky.
While there was joy for the Miller family Tuesday afternoon, the Manitoba family of Jordan Bruyere was still waiting anxiously for good news.

Earlier in the day, a Whitewood resident said he had met with Whitmore and Bruyere on July 28 and the boy appeared to be in good physical condition.
Kevin White, who has a car dealership in the town, said a man whose van needed a tire came in to his business accompanied by a youth. White said he later saw photos on the internet and confirmed he saw Whitmore and Bruyere.

Jordan's aunt phoned him last night to find out what happened.
"I basically told them he didn't seem to be physically abused," White said. "There were no bruises or anything. He wasn't visibly upset. He was just very quiet."

The RCMP have issued a Canada-wide warrant for a pedophile with a string of sex assault convictions who is believed to have abducted 10-year-old Zachary Miller in Saskatchewan.
In addition to the cross-country alert, police have charged Peter Robert Joseph Whitmore, 35, with abduction.

Police said Whitmore, a repeat sex offender who lives in Morinville, Alta., had been seen in the Whitewood area over the past few days.

"We do believe there is potential for harm," Russell said.

The RCMP said Monday afternoon they have received 80 tips from the public so far and are following up on all of them.

May be with aboriginal teen

Police believe 14-year-old Jordan Bruyere of Winnipeg is travelling with Peter Robert Joseph Whitmore, the man charged with the abduction of a 10-year-old Saskatchewan boy.
Al Balantyne, the boy's stepfather, said Monday that he last saw his stepson during a drive to Saskatchewan last week with a co-worker.
When their vehicle broke down in Brandon, Balantyne said he took the bus back to Winnipeg to get money, leaving his stepson with the co-worker, whom he'd known for a week.
The boy and Balantyne's co-worker have not been seen since.

When police showed Balantyne a picture of Whitmore, Balantyne identified him as the co-worker.
The teenager's grandmother, Caroline Bruyere, is wondering why an Amber Alert was not issued then.
"When we knew that my grandson was with a stranger, I don't think everybody should have assumed it's OK," she said. "I think right away there should have been proper authorities trying to know where he is."
Winnipeg police said specific criteria must be met before an Amber Alert can be issued, and it appears those guidelines were not met in the Bruyere case.

Searching Saskatchewan countryside
On Monday afternoon, police were seen searching the countryside just south of the town, which is about 175 kilometres east of Regina.

Whitewood Mayor Malcolm Green said people in town are feeling fear, anger and sadness.
"We've never had any problem, any incidents like this," he said. "With this happening, it has everybody on edge right now."

Whitmore may be driving a 1988 blue Dodge Caravan with wood panelling and an Alberta plate.
Whitmore has been jailed several times for crimes involving children. He served 16 months in custody after being convicted in Ontario in 1993 of abduction and sexual offences involving four boys.
Just nine days after he was released, Whitmore took an eight-year-old girl from Guelph, Ont., to Toronto. He received a 56-month sentence.
After his release in November 2000, Whitmore was found less than one month later with a 13-year-old boy in a Toronto motel.

His sentence for that offence was one year in jail.
In 2002, Whitmore fled to British Columbia after he was accused of more parole violations in Ontario, including befriending a five-year-old boy. When he was arrested by police in B.C., Whitmore was found to be carrying latex gloves, duct tape and pictures of young children.
He was given a three-year sentence, including 12 months of psychiatric treatment at Kingston Penitentiary.

Dear Minister Toews:

Re: RCMP Officer assaults and threatens Byron Prior on Parliament Hill

On June 4, 2006, we requested a status report on the investigation into the allegations made by Mr. Prior against former Chief Justice T. Alex Hickman and others, with regard to crimes against himself and his siblings as children in Grand Banks, Newfoundland.

We have not yet received a response to our request.

It has now been brought to our attention by concerned members in Ottawa that on Friday, July 14, at approximately 3pm, Mr. Prior was physically assaulted, threatened, humiliated and provoked by an RCMP officer, whose name we choose to withhold for the moment.

Despite the fact that Mr. Prior’s concerns have been brought to the attention of the Department of Justice through correspondence to your office, to Mr. Moore and Mr. House by MP. Norman Doyle, this RCMP officer felt confident enough to physically assault and threaten Mr. Prior in front of the Houses of Parliament in Ottawa, in full public view and in broad daylight.

Mr. Prior and supporters have a recording of the humiliating accusations, the physically intimidating behaviour and threats, which include being called an “ass-hole” and an “idiot”.

The officer pushed Mr. Prior in the chest several times while intimidating him and accusing him of being on the hill without a valid permit. Mr. Prior has a permit to protest on Parliament Hill which is valid until July 31st, from 9am until 4pm each day of the week. This was confirmed to Mr. Prior by a supervisor of the RCMP in Ottawa following the assault by the RCMP officer on Friday.
Even if Mr. Prior’s permit had expired, the RCMP officer did not have the right to physically assault him.

Just last week Mr. Prior was assured by Mr. Andrew House, the executive assistant of Mr. Rob Moore, your Parliamentary Secretary, that his file was not being swept under the rug, so to speak, and that it was considered a priority.

This appears juxtaposed to the actions of the RCMP officer who felt that he had license to harass and intimidate Mr. Prior on Friday. His actions left Mr. Prior shaken and humiliated.

We are extremely concerned that an officer of the RCMP would be permitted to treat Mr. Prior in such a humiliating manner in full public view, especially considering the gross negligence of other law enforcement officers who have chosen to ignore Mr. Prior’s claims and allowed him and his siblings to remain indefinitely, victims of childhood sexual abuse.

If Mr. Prior was publishing libelous slander, then we are certain that Mr. Hickman and the other alleged perpetrators of the crimes against the young Prior children would have commenced legal action against Mr. Prior and his siblings. However, to date, they have relied on bullying tactics such as intimidation, harassment and assault in order to persuade the victims in this family to remain quiet. That these bullying tactics could be carried out in public on Parliament Hill in broad daylight in full view of tourists, the other protestors and agents of the CIA, is quite absurd and a sure message to us that we are not safe speaking out about crimes against children in Canada.

As the Criminal Code of Canada does not pose a statute of limitations on the sexual abuse of children, Mr. Prior has a right to ask that the alleged perpetrators of these crimes be investigated and brought to justice and the Department of Justice and its agents, have a duty to Mr. Prior, to his siblings and to all children who have been victimized, to investigate, prosecute and penalize the perpetrators.

We are encouraged by our new Prime Minister’s stance against crime and in this same vein we urgently request that Mr. Prior’s evidence be investigated and merited with the attention it deserves.

We furthermore request that the officer who assaulted Mr. Prior be interviewed and disciplined for his inappropriate behaviour.

Finally, we request that Mr. Prior be protected from further harassment. We believe that Mr. Prior should enjoy equal benefit and protection under the law as is stated in section 15 of the Canadian Charter of Rights and Freedoms. We also believe that Mr. Prior’s right to freedom of expression, under section 2 of the Charter is paramount.

We mentioned in our previous communication that we believe Mr. Prior to be a whistler-blower, and as such, deserving of the protection that Prime Minister Harper has spoken about recently in Parliament and on his national tour.
If Mr. Harper intends to encourage citizens of Canada to speak out against corruption, which has almost ruined this beautiful country, then he needs to protect citizens like Mr. Prior.

Despite the several websites which exist to support Mr. Prior’s quest for justice and accountability, Martha Jette recently published a book called “Playing with the Devil”, which details Mr. Prior’s experiences at the hands of the alleged perpetrators of child sexual abuse in his home town in Newfoundland.

This book is being publicized on the Internet, and although written as fiction, it is intended to relate the truth about the victimization of the Prior children.

We refer to Mr. Rob Moore’s statement in the House of Commons Debates in Parliament on May 29, 2006, when you moved that Bill C-9, an Act to amend the Criminal Code(conditional sentence of imprisonment), be read for the second time and referred to a committee:

Mr. Rob Moore: “… To be clear, the overall strategy of Bill C-9 is to target serious crime. We read about serious crime every day in our newspapers from coast to coast to coast, and we hear on the radio and television about someone who has committed a serious offence against another member of society getting what Canadians call a slap on the wrist.

If we talk to Canadians in a Tim Hortons, for example, they will tell us that people are getting a slap on the wrist for serious crimes. There is no denunciation in that. There is no deterrent in that. It has been proven to be ineffective. We want to send a message that we take crime seriously. Canadians sent us that message and we are delivering on it.”

Please Honorable Minister, show us that your department takes crime seriously, and deliver justice to Mr. Prior and his siblings.

I'm a psychologist in a college counseling center, and I frequently recommend this book to students who are just beginning to come to terms with a history of childhood abuse, whether it be physical, sexual, emotional, or even neglect. Although the book's illustrations are somewhat juvenille, the content is excellent, and the overall impression is non-threatening. It's a short, simple, easy-to-read book that would be a great first step for anyone who is ready to begin addressing these issues.

OUTGROWING THE PAIN is a much needed book for the countless adult survivors of child abuse. Clearly written it begins with the source of so much continued pain - denial. Its list of the characteristics of the abused child will ring true immediately with any survivor. What is helpful about this book is that it offers a step by step way to identify how your painful past is prohibiting you from living the most fulfilling life you can. Survivors deny and often bury the pain from their childhoods because they think that will free them from the past, but the truth is that the only way to get over the pain is to remember and release it. OUTGROWING THE PAIN is a good tool to begin the healing process. I wish I had a resource like this when I realized I had not healed from my childhood 14 years ago. It would have saved me a few years of denying and hiding away my paintings of my childhood.

This report consists of a compilation of civil cases and statements of claim relating to institutional child abuse in Canada. The focus is on civil actions concerning institutional and systemic abuse, not domestic (or individual) abuse. The cases have been obtained from a variety of sources using both electronic databases and manual searching methods. The offices of the Minister of Justice in each province and territory have been contacted and, in most situations, have been extremely helpful. Individual lawyers have been contacted. Some counsel represent hundreds of clients suing various defendants regarding events that occurred at one institution. On occasion, lawyers have expressed concern with releasing potentially sensitive and confidential information to the Law Commission and, unfortunately, felt unable to release information regarding current or previously resolved cases in which they are or have previously been involved.

This report contains three sections. The cases are presented alphabetically in chart format and include a synopsis of the cause of action, the allegations made and the eventual outcome (damages, award or order). To the best of our ability, all civil cases involving allegations of institutional child abuse that have been reported in Canada to the date of October 1, 1999 are included in section 1. Samples of the allegations contained in statements of claim filed in relation to institutional child abuse are included in section 2. Section 2 is not a delineation of all of the statements of claim filed but is more a cross-country selection of claims, which may or may not have been settled to date. The section is meant to provide examples of the general structure of the claims and allegations contained within. It should be noted that the allegations contained in a statement of claim have not been proved in court and therefore cannot be taken as fact. These cases are organised alphabetically according to the last name of the first plaintiff listed in the Statement of Claim.

Finally, section 3 contains two tables that have generously been provided by the Department of Indian Affairs and Northern Development (DIAND) and is dated October 29, 1999. The first table indicates the number of active civil cases where institutional child abuse claims have been filed involving Aboriginal residential schools and DIAND. Appendix A to the table is a graph that lists the residential schools in litigation.

As much as possible, best efforts have been made to ensure that all of the information provided is up-to-date as of October 1, 1999. Although the report is dated October 1999 additional information has been provided on some pertinent cases to ensure that the information is as current as possible.

About the Author
Rick Morris, MA, LMHC has worked with children and their families in a variety of settings. He began helping troubled adolescents in 1981 at a state facility in Florida for adjudicated adolescents. He is currently the treatment coordinator for a Community Based Treatment Program for Sexually Abusive Youth (SAY) in Marion, Indiana.

He and his wife (Janice) have four adolescent sons (including one foster son). His family has experienced the struggles of childhood and the adolescent years. They have provided an open home through therapeutic foster care for eight years. His family have dealt with the realities of the effects of sexual abuse due to the high occurrence of foster children having experienced sexual abuse in their past.

Rick received his Master's Degree in Counseling from Indiana Wesleyan University in Marion, Indiana. He is currently pursuing his Ph.D. in Psychology. Rick is a clinical member of the Association for the Treatment of Sexual Abusers (ATSA), National Adolescent Perpetration Network (NAPN), Midwest Regional Network for Intervention with Sex Offenders (MRNISO), the Indiana Chapter of the Association for the Treatment of Sexual Abusers, and the American Professional Society on the Abuse of Children (APSAC). Oftentimes, lay people as well as professionals respond to perceptions of child sexual abuse that have no basis in fact. The impact of sexual abuse does not always follow a straight and logical path. However, research in the field of child sexual abuse clearly indicates that it has long-term negative consequences for which its victims and their families are not prepared. Narrowly focused studies such as Rind, Tromovitch, and Bauserman only serve to misinform society and perpetuate the notion that sex with children is equivalent to sex with adults, further exacerbating the problem. What Is Child Sexual Abuse?

Child sexual abuse occurs when a child is used for sexual purposes by an adult or adolescent. It involves exposing a child to any sexual activity or behaviour. Sexual abuse most often involves fondling and may include inviting a child to touch or be touched sexually. Other forms of sexual abuse include sexual intercourse, juvenile prostitution and sexual exploitation through child pornography. Sexual abuse is inherently emotionally abusive and is often accompanied by other forms of mistreatment. It is a betrayal of trust and an abuse of power over the child.

Child sexual abuse is a criminal offence in Canada. The Criminal Code clearly identifies those behaviours that are against the law. The Canada Evidence Act defines the forms of evidence that may be admitted in court. In recent years, both the

Criminal Code and the Canada Evidence Act have been changed to provide better protection to children.

How Widespread Is the Problem?

Child sexual abuse is largely a hidden crime, so it is difficult to estimate the number of people who are sexually abused at some time during their childhood (the prevalence of child sexual abuse). Both adults and children may be reluctant to report sexual abuse for many reasons. Their reluctance may be related to the historical norm of keeping such behaviour secret because of the sense of shame associated with it. If the abuser is someone close to them in terms of kinship or other bonds, they may be deterred by the likelihood that criminal charges and penalties may be imposed. Finally, the fact that the victims are young and dependent tends to be a major obstacle to disclosure.

Research consistently reveals that, for reasons such as these, most child victims do not disclose their abuse. Even when they do, additional barriers may be encountered. For many of the same reasons that children do not report the abuse, their families may, in turn, not seek help. If the family does want help, they may still encounter difficulties finding the appropriate services.

There are few national statistics on child sexual abuse in Canada. A 1994 report, Child Welfare in Canada: The Role of Provincial and Territorial Authorities in Cases of Child Abuse, describes the provincial laws, definitions and child welfare systems that deal with child sexual abuse. A 1996 report, Child and Family Services Annual Report 1992-93 to 1994-95, presents statistical data on child welfare services in Canada. The available data cannot be directly or easily compared among the provinces because the information is collected according to different definitions and parameters in each province. For example, in some provinces, data on suspected cases are combined with those on confirmed cases. In other jurisdictions, sexual abuse is not distinguished from physical abuse.

Nonetheless, the following information provides some insight into the incidence of child sexual abuse.

• It is estimated that there were nearly 12 000 investigations of child sexual abuse in Ontario in 1993. Sexual abuse was substantiated in 29 percent of these cases and suspected in another 27 percent.

• In British Columbia, more than 500 complaints of sexual abuse were received in March 1992.

• The most extensive study of child sexual abuse in Canada was conducted by the Committee on Sexual Offences Against Children and Youths. Its report indicates that, among adult Canadians, 53 percent of women and 31 percent of men were sexually abused when they were children.

Diana Krall: Live at the Montreal Jazz Festival is a portrait of an already-accomplished musician in the process of evolving into a great artist. Always a fine jazz pianist, an expressive singer, and a capable interpreter (mostly of the Great American Songbook), Krall spent little time developing an original voice prior to her marriage to Elvis Costello and her CD The Girl in the Other Room, which features multiple songwriting collaborations with Costello as well as more adventurous choices in cover material (Joni Mitchell's "Black Crow," Tom Waits's "Temptation"). That 2004 recording is the centerpiece of this concert; fully nine of the 13 selections here, including the Waits and Mitchell songs as well as five Costello-Krall compositions, were drawn from it. Purists may lament the lessening of the straight-ahead jazz element in Krall's music (indeed, with its simple major chords and countryish lilt, the original "Narrow Daylight" will inevitably invite comparisons to Norah Jones). But Krall and her excellent band still swing mightily (cf. an extended version of the standard "All or Nothing at All") and improvise like the seasoned jazz pros they are. It's a heady combination: Krall is at least as good an instrumentalist as her contemporaries; add to that her singing and now an interest in songwriting that reflects the influence of pop music as well as jazz, and you have a genuinely unique talent. --Sam Graham

It has come to our attention that a MR. BYRON PRIOR, a citizen of Canada, has been granted his right to Freedom of Expression by being permitted to picket on the lawn of the Parliament Buildings in Ottawa for the past two months.

We are informed that in April 2006, Mr. Norman Doyle, the Conservative Member of Parliament for Newfoundland, had a meeting with Mr. Prior. This meeting was witnessed by third parties on the lawns of Parliament. Subsequent to this meeting, Mr. Doyle informed Mr. Prior that he would personally hand his documents and concerns to you for your attention.

Since that time, now over 5 weeks ago, Mr. Prior has made several calls to your office and to Mr. Doyle’s office. According to Mr. Prior, neither office has had the courtesy of acknowledging whether an investigation into his allegations against Mr. Hickman is underway or whether or not your office intends to proceed in any manner to address Mr. Prior’s concerns.

We are aware of the alleged crimes that have been perpetrated against Mr. Prior and his siblings by former Supreme Court Justice of Newfoundland, T.Alex Hickman and others.
We are also aware that the Criminal Code of Canada does not pose a statute of limitations on cases of childhood sexual abuse.

Along with many other national and international organizations, the Canadian Family Congress is concerned that Mr. Prior’s allegations seem to have been ignored for well over two decades and that the alleged perpetrators have been free to prosper and profit while Mr. Prior and his siblings have had to live with the debilitation that injustice and intimidation imposes upon one’s family on a daily basis.

Mr. Prior’s website, http://maxpages.com/sexualabuse, while unedited and apparently amateur in presentation, contains extremely serious allegations against former Chief Justice of Newfound, T. Alex Hickman. These allegations appear to be corroborated by Mr. Prior’s siblings.

There are now other websites confirming Mr. Prior’s presence in Ottawa and his struggle to obtain justice. If you do a Google search on “Byron Prior”, the results speak for themselves.

We believe that Mr. Prior is a Whistler-blower, and that as such, he should be afforded the protection and credibility that Prime Minister proposes in his Federal Accountability Act.
We believe that Mr. Prior has not enjoyed any support over the years because of the innate fear instilled in ordinary folk by organized criminals throughout Canada.

We voted for Prime Minister Harper precisely because we want organized crime and corruption eliminated in Canada.

We are aware of our duty to report crimes against children and of the government’s mandate to investigate these crimes where local authorities such as the RCMP and the provincial Supreme Courts have failed to prosecute these crimes.

We therefore request that you kindly inform Mr. Prior, who remains a fixed subject on the Parliament lawn seven days a week, whether or not your department intends to investigate the allegations against T. Alex Hickman.

The Canadian Family Congress takes matters such as this very seriously as we acknowledge injustice in the form of organized crime to be the greatest threat against Canadian Families today.

HOW WIDESPREAD IS CHILD ABUSE IN CANADA?

It has been difficult to obtain a complete picture of child abuse in Canada because it often remains hidden. Most provincial and territorial child welfare laws require those (including professionals and members of the public) who suspect that a child is being maltreated to make a report to the appropriate child welfare authority. Yet many cases of child abuse remain undisclosed, either because a child does not, or cannot, tell anyone what has happened to them, or because no one reports the abuse to the authorities.

A child who is being abused may endure the abuse for a long time before telling anyone what is happening. Some victims never tell anyone about what they have experienced.

There are many reasons why abuse may remain hidden. For example, an abuser may manipulate, bribe, coerce or threaten a child (or someone they love) to prevent them from telling anyone about the abuse. Depending on their age and stage of development, a child may not be able to communicate what has happened to them, or they may fear they will not be believed. They may be convinced that the abuse is their fault and, if they tell anyone about it, they will be punished. They may fear that they or the abuser will be removed from the home, or suffer other consequences. They may feel ashamed and want to keep the abuse (and related family problems) secret to avoid being stigmatized or have their sexual identity questioned.

A child who is being abused is usually in a position of dependence on the abuser. The power imbalance between the child and the abuser often increases the burden of disclosure. Children who are sexually abused, for example, may not tell anyone for a long time, or ever. Many children who experienced abuse while living in special needs institutions, child welfare facilities, youth detention facilities, and residential schools for Aboriginal children are only now, as adults, reporting the abuse.

Individuals who witness or suspect that a child is being abused may not report it because they:

want to avoid the demands of becoming “involved”
have personal views which condone the use of physical punishment
believe that the abuse is not “serious”, especially if the child does not have visible or severe injuries
believe that reporting the abuse to the authorities is not in the child's best interest
believe that reporting may not solve the problem because, for example, there may be a lack of appropriate services to help the child
lack knowledge about the signs and symptoms of abuse
not understand their responsibility to report abuse
not know that they can report to child welfare agencies, provincial or territorial social services departments or police departments, or
not know that a report can be made anonymously, and that there are no legal consequences, unless the report is false and is made maliciously.

Update From Byron in Ottawa - May 16, 2006

This is Byron Prior standing on the lawn of the House of Parliament in Ottawa, Ontario, Canada.

I spoke to Byron yesterday to enquire about progress on Capital Hill:

Byron says that Liberal senator Bill Rompkey asked the RCMP to remove his signs of protest on the lawn of Parliament Hill 3 days in a row ( Monday 8th to Wednesday 10th of May).

The superintendent of the RCMP's parliament detachment asked Byron if he would "accommodate" Mr. Rompkey by moving the signs 2 feet westward (on the paved walkway) so that the said signs would be removed from the lawn, which Byron did.

The RCMP's comment was "Now we are accommodating Mr. Rompkey and you also have a permit to be here, so we are all happy now", and left.

On Monday, April 15, a female officer of the RCMP approached Byron with an intimidating manner and stated that he was promoting "hate" propaganda regarding T.Alex Hickman.

Byron replied, "No, Ma'am, this has nothing to do with hate. This is the truth."
Byron informed the officer that if what he was alleging was false, former Chief Justice of Newfoundland, T.Alex Hickman, had had more than 30 years to bring a civil suit against Byron for slander and defamation. Yet, to date, he has failed to take any action.

Anyone smell a Rat?

Furthermore, if what Byron is saying is false and so offensive, all Mr. Hickman has to do is give a DNA speciman and in less than a day, the truth would be known:
Did he rape Byron's young sister of 12 years and impregnate her or did he not?

Once again, this approach by the RCMP contingent seemed to have been spurred by Senator Bill Rompkey, a liberal senator from Newfoundland who had been making ripples in the past week about Byron's presence on the Parliament lawn.

Byron noticed that the female officer was accompanied by a Superintendent and another male officer. He told the Superintendent that if he wanted to arrest him, he should go right ahead, but that he had a permit to be there which had been issued by the RCMP!

Byron also noticed that four members of the Newfoundland Justice Department stood at the fountain while the RCMP spoke to him. Just a coincidence, nothing to worry about!

Byron approached the members and spoke to them. He answered their questions and then informed them that the Premier of Newfoundland, Mr. Danny Williams, had once been his lawyer, but once Williams let his case go, no other lawyer in Newfoundland or elsewhere had been willing to take Byron's case.

Anyone smell another Rat?

Byron admitted that he had felt a little intimidated and provoked but he realized, based on what his supporters had suggested, that the RCMP presence was intentional and designed to test whether Byron was serious about remaining on Parliament Hill until Mr. Vic Toews or another member of the Justice Department took his case seriously.
"After forty years seeking justice, do they really think I can give up now?" Byron asked, his voice choking up.

"You know, I have a fine son back home. How could I live with myself if I turned around to him and said, "Sorry Son, but I quit."?"
Byron went on to describe with deep admiration how his son is a champion at soccer and that he recently got a write-up in the Sports Section of the local newspaper for his outstanding abilities.

"But this fine young man can't get a job to help him get through college? Why do you think that is?" It was a rhetorical question and I waited while Byron struggled through the tears and the pain to make his next comment,
"After all these years, they are still working to oppress my family. Here I am, standing at their front door in Ottawa. I know I've ruffled a few feathers, but I owe it to my family. "

Byron went on to speak about his constant companion, Father Van Hee, with whom he shares space outside Parliament every day during the week.

"You know, when I saw these 6,000 people standing here to stand up for unborn children, and after all that I have learned about Father Van Hee, I said to him, "You know Father, I've been looking for a Hero in all the wrong places because I've been sitting next to one every day."

I told Byron that he should know that Father Van Hee had also been sitting next to a Hero everyday for the past five weeks. And then the tears of frustration and exhaustion flowed some more.
"It's true," I reassured Byron, "Who else would fight for justice for his sisters and brothers for all these years in the face of such adversity?"

We laughed about how comical it was that senator Rompkey had insisted on Byron's signs being moved two feet! And how on the day of the Pro-Life Protest, the RCMP Supervisor had returned to kindly ask Byron to return his signs back two feet, onto the lawn, so that they would not be destroyed by the crowds.
As you can see in this photograph taken by a supporter of Byron's in Ottawa, he stood out quite clearly among the huge crowds.

Some supporters who are paying close covered attention to Byron and his case in Ottawa have suggested that it just might be that Senator Rompkey's ripples might turn into a tsunami inside the Parliament building.

I asked whether Mr. Doyle had returned to give some beedback to Byron.
"Yes, he came to see me last week and told me that he had handed my documents to Justice Minister Toews."
That is a good sign.

"And today, a young executive assistant for another MP in the West Block came to visit me and he asked for all of my information as well." Byron was encouraged by this action.

He says that on Sunday he was presented with a beautiful bound Bible from a special limited edition of 2003 which was a gift from one of his many supporters in Ottawa who runs a Prayer Group. The gentleman assured Byron that his group was praying for Byron everyday.

Byron was invited to speak at a group meeting in Ottawa next week where he will have the opportunity to meet other MPs and potentional supporters.

Byron says he feels for Mr. Harper and his government who have so much work cut out for them undoing the damages of the Liberal government that cut deep into the hearts and pockets of the Canadian people.
We agreed that Mr. Harper is the first positive figure to make an appearance in Ottawa in over 4 decades.

Byron and Mr. Doyle Speak Officially on Parliament Hill, Ottawa

Byron says that last Monday, Mr. Norman Doyle approached him outside the House of Parliament in Ottawa and sat with him for 45 minutes at the fountain.

After answering several questions and giving Mr. Doyle many details, Byron says that Mr. Doyle took Byron's documents and said that he was going to see Minister Vic Toews, the Minister of Justice, because it was time something was done about Byron's situation.

"He told me, 'You do realize that he, (meaning Alex Hickman), is 81 years old, and that by the time all of this comes out and gets resolved, he might be passed on.'"

Byron says he told Mr. Doyle that he just wanted justice and the matter resolved so that he could continue on with his life and put this behind him.

He watched Mr. Doyle head off in the direction of Minister Toews's office.

"I expect to hear from him in about a week." Byron said.

Meanwhile he reports that Father Van Hee, his constant ally on the Hill, also spoke to Mr. Doyle and urged him to take Byron's requests for assistance seriously.

"You know, Father van Hee fasts from Monday to Friday - he really believes in what he is doing and many people know him here."

"The Federal Government is allowing the credibility & reputation of the police & the legal system, to be destroyed to protect ONE corrupt lawyer, politician, judge & child rapist. This man has broken every law he swore to protect. Because this ex- Justice Minister and Chief Justice of the Supreme Court raped and impregnated my 11 year old sister, and covered it up his entire career, no one will help us. To this day, no lawyer will represent me and the legal system will do nothing to help. The last lawyer I asked to represent me, told me, if any lawyer tried to represent you, it would mean the end of their career. "
As the Constitution of the Order allows for termination of membership, I would like to officially make recommendation for termination to the Governor General and to the Advisory Council of the Order of Canada, chaired by the Chief Justice of Canada.

Update From Byron in Ottawa, April 26, 2006

Byron reported being a little tired, but never ready to give up when I spoke to him today in the Capital City.

He said that he had called Mr. Norman Doyle's office on Monday, April 24th, as he had been requested to do by Mr. Doyle before he left for Newfoundland. His assistant, Alvin, said that Mr. Doyle had not yet returned from Newfoundland and that he was expected at around noon. This was at approximately 11.30am.

So, Byron went up to his room to wait. The Innkeeper of his guest house told him to turn on CPAC, Canada's political channel. Lo and behold, but there sat Mr. Norman Doyle in his seat in parliament. Byron called Alvin back.

Alvin said that Mr. Doyle was going to be awful "busy" the whole week.
On Tuesday, the Innkeeper said that Alvin had called without leaving a message.

On Wednesday, today, he didn't call.

"I told Alvin that on any given day, they could find me in front of the parliament buildings with the information they told me to bring along."

Byron assured me that he wouldn't be going anywhere soon and he was sure that in time, Mr. Doyle would make the appointment.
I offered me two cents worth and commented that it would be a little silly for them to leave Byron standing on the Parliament lawn when tourists from all over world walk up to the Parliament buildings with their video recorders and digital cams!
Already several foreigners have written messages on Byron's Message Board on his website, showing support and disbelief that this injustice could actually exist in Canada.

But exist it does, as Mr. Harper and his government know too well.
Byron is the first to admit that Mr. Harper is doing an outstanding job at tackling the weaknesses and corruption that the Liberal Party brought into Canada.

"But he needs to look at the Justice System. Something is very, very wrong there."

Certainly, if a Supreme Court Justice like Alex Hickman could rape a little girl, get away with it and be nominated to the Order of Canada, this is a sign that the Justice System is severely rotten with corruption.

"This means that a criminal has received the Order of Canada!" Byron remarked indignantly.

And then with sadness, "After 40 years of crying out for help, do they really think I will give up now?" I think not, I said.

Byron said he was comforted by the fact that his sister was standing up and speaking out. "All she has to do is put it in writing, but she's afraid. They have frightened her for years."

I assured Byron that sooner rather than later, these thugs could not keep this travesty under the rug. He was gaining too much support.

"Someone came up to me today and told me that Hickman is blind. You know what I said? I said, 'Good, that way he can't look at little children anymore'"

It seems like the authorities have chosen blindness all these years by ignoring Byron and his sister's cries for help.
But, Byron's photographs and his message are all around the globe - people everywhere are calling for Justice for Byron and his family.

When I bid farewell to Byron, he was in tears. He is tired. But he will never give up. He has grieved at the loss of his innocence and that of his siblings, at the injustice for 4 decades. His heart has been broken so many times. He will only rest when justice is done.

It is time for Mr. Doyle, Mr. Harper and the Conservative Party to stand up for Justice in Canada.

From Hell to Victory - A George Peppard Classic War Movie

For those who haven't yet seen this forgotten Italian-made war film (aka Contro 4 bandiere), this movie has the lovely actress Capucine in it. That alone earns the movie at least three stars! Despite the great cast and the abundant action, this movie has so many cliches and corny dialogue that you'll need a dose of Aleve just to finish it. Don't get me wrong, I've enjoyed watching this war movie ever since I was a kid, only now I see all the plot holes and flaws. I mean come on, the "German" fighter planes are nothing but British spitfires with German insignia painted on them!

The movie begins on August 24, 1939, in a Paris cafe, where six friends (George Peppard, George Hamilton, Horst Bucholz, Anny Duperey, Sam Wanamaker, and Jean Pierre Cassel) from different countries (of course) are about to be torn apart by World War Two. They vow to meet again on the next August 24, not realizing that the war would still be raging then. All six join the Allies, except the lone German in the group, Horst Bucholz. Bucholz becomes a Panzer commander and eventually fights against his former friends in the battle of Normandy in June 1944. Each of the six friends takes an active role in the war, and from the British evacuation from Dunkirk to the liberation of Paris, they stuggle to survive and keep in contact with one another. Along the way, Capucine enters the picture as a heroine who will risks everything to save Allied pilots from being captured by the cruel Gestapo.

By the liberation of Paris, however, only three of the six (I won't say which) have survived, and they share a tearful reunion in the same Paris cafe where they had vowed to return. The battles scenes have plenty of explosions, but they are extremely unrealistic. With a cast like this, though, I absolutely recommend this guilty pleasure to fans of war movies. Just don't set your standards too high! By the way, a lot of the battle scenes in this are the same scenes featured in another European war movie (Partizanska eskadrila (1979), aka "Battle of the Eagles"). Unfortunately, since both movies were released in 1979 I have no idea which movie copied from the other.

Byron wasn't in a happy mood when I called him today in Ottawa.

He was grateful to have healed from the sunburn, but upset that a bunch of kids from a high school in Newfoundland had kicked over his signs and broken them.

"They said I was embarrassing Canada. What about the embarrassment my family has had to endure these forty years?" he asked. And that is a good question.

"I don't want to be here. But I have no choice. This is what I have been forced to do so that somebody will step and do something to end the corruption in this case. I have a permit from the R.C.M.P (the Royal Canadian Mounted Police), I sit here from 9am until 3pm every day and I protest in a peaceful manner."

He said he was so disappointed by the high school kids's behaviour. I remarked that it sounded as if they had learned Bullying Tactics. Ironic that they were kids from Newfoundland.

He did say that a Hockey Team from British Columbia had come up to him and asked about his situation. "They were decent, you know. Really sad to hear about everything and they took my information as well. 'This is happening in Canada?' they asked me."

"Then there is this young lady who came out from Parliament Building and asked me if I was here because of my family. When I told her I was, she asked for my information and said that she represented a Civil Rights Group and that she would present my information to them. I also told her about Martha Jedda's book about my story and she said she would look at it."

"So, everyday there are people who are kind and supportive. And then there is always Father Van Hee who stands with me everyday."

Byron told me about two teachers from Quebec who were there with some high school kids and who could not believe the situation. They took his information as well.

"Stephen Harper is the first Canadian Prime Minister to openly stand up and say in public, "We have a corrupt government. He is the first one to admit there is organized crime in the government and he seems to be certain about taking action to get rid of it." I agreed with him on that point.

Accountability Restored with Landmark Legislation

- Prime Minister Stephen Harper's government today introduced the proposed Federal Accountability Act to restore Canadians' trust in government.

"With the Federal Accountability Act, we are creating a new culture of accountability that will change forever the way business is done in Ottawa," Prime Minister Harper said.

Treasury Board President John Baird introduced the Act in Parliament. An Action Plan was also released, which includes additional measures the Harper government will undertake in order to deliver on all its campaign commitments to clean up government.

"People who work hard, pay their taxes, and play by the rules want accountability from their government," said Minister Baird. "Today is about putting the legacy of political scandal behind us and restoring Canadians' trust in government."

The Federal Accountability Act and Action Plan would:
reduce the opportunity to exert influence with money by banning corporate, union, and large personal political donations; give Canadians confidence that lobbying is done ethically with a five-year lobbying ban on former ministers, their aides, and senior public servants; ensure people who see problems in government know they can speak up by providing real protection for whistleblowers; and ensure Canadians know how their money is spent by enhancing the power for the Auditor General to follow the money.

"These measures will strengthen and streamline government so it can function more efficiently," Prime Minister Harper said. "We are following through on our commitment to deliver good, clean government to Canadians."

Mr. Baird added that the Government will work with Parliament to move this important legislation forward. The Government will also immediately begin to implement the non-legislative elements of the Action Plan.

I caught up with Byron in Ottawa this afternoon. This is what he had to report:

He caught a bad case of sunburn yesterday standing on Parliament Hill all day. He has been advised to rest for a few days and then he will return to his place outside the parliament buildings in Ottawa.

Since last week, he has been getting acquainted with Reverend Father Van Hee who has been demonstrating for family and children's rights on the Hill for 17 years.

Several employees on the Hill greet him everyday on their way into parliament, and one person in particular has asked for his information and carried it into the House of Parliament.

The first thing Byron mentioned with enthusiasm was Prime Minister Stephen Harper speaking to the 250-page Federal Accountability Act in the House today.
"This is the most important thing that Prime Minister Harper can do for our country," said Byron.

According to the Ottawa Citizen of April 5:
"The Federal Accountability Act will be introduced next Tuesday as a giant omnibus bill with 13 sweeping reforms and more than 60 separate measures that Mr. Harper vows will forever change "the way business is done in this town." The reforms include everything from new rules for political donations, expanded powers for officers of Parliament and overhauling appointments to federal boards and agencies."

Byron says that the new legislation will bring increased protection for whistle-blowers and public servants who expose corruption in government.

According to Mr. John Baird, the Treasury Board President,
"Accountability is our most important job to rebuild public trust," said Mr. Baird. "The act will be something a lot of public servants will welcome and it will allow public servants to to be protected if they forward and report wrongdoing. ... The public servants are the real winners in our accountability act."

When Byron returned to his room yesterday, he was informed by the kind Innkeeper, Abdul, that a Mr. Norman Doyle had called from Parliament and left a message for Byron to call back. When Byron called the office of the Representative for Newfoundland, a secretary answered and told Byron to wait on the line while she called Mr. Doyle from the afternoon session.
Mr. Doyle left his place to attend to the phone call and asked Byron what he required.

"I told him that I would like an appointment with someone in the Department of Justice. He said that I should make an appointment and I said, 'But Sir, its been 40 years now, don't you think it's time they do something about this situation?'"

Mr. Doyle asked Byron why nothing had been done to resolve the situation in Newfoundland.
"You tell me, Sir." is what Byron replied.
Mr. Doyle noted that Parliament would be closing for the Easter and holiday celebrations and that it would re-open on April 24th.
He enquired of Byron whether he would be going home to Newfoundland for this period.
"No, Sir. I will stay here and travel door to door, distributing my information. When you come back on the 24th of April I will be standing in front of the Parliament buildings."

Mr. Doyle told Byron to call his office on April 24th and set up an appointment with his secretary. He told Byron to "bring all your information with you."
Byron reminded Mr. Doyle that the Minister of Justice, Mr. Vic Toews, Prime Minister Harper and Foreign Minister Mr. Peter Mackay, all had copies of his story.

"Then CBC Radio interviewed me on the lawn in front of Parliament about our troops in Afghanistan and asked me what I thought of approving additional funding for our Canadian Forces overseas. " He was enthusiastic about this interview.

"I told them I am all for it. You know, here I am in Canada just trying to live a decent life and having to work hard enough to get that life, why shouldn't other people have a decent life elsewhere?"
Good question.

"The CBC asked me what I thought about our Canadian Troops policing other states and I told them, I said, "You know, the first thing that happens when a country's system collapses is that the criminals start taking over, and policing becomes a problem. If our Forces can help to keep order and enforce the law, I would agree that it is a good thing."
"Provided," he added, "they are supported and kept as safe as possible while they are there. So, sure they need extra funding."

I am sure that Byron's sentiments in this regard will please Mr. Harper.

Byron's message sends a powerful and shameful alert to all who approach the Hill, as tourists, visitors and state employees.

Most definitely, potential immigrants to Canada might view this image and wonder if Canada truly is an "icon of human rights protection".

On the telephone, he tells me about the events of the day:

"These two guys were walking around on the lawn, they read my signs and they started laughing. I walked up to them and asked them if I could provide them with some information. "

Byron comments that the spectators had made a sarcastic remark, to which he replied,
"You can say just about anything if it is the truth."

He says they listened to his story and then took his information package into the building.

Byron was inspired by the support he is receiving from Jeremy Swanson, an advocate for equal parenting and fathers rights in Ottawa. In fact, Jeremy offered to take the photographs of Byron.
"Here's a man who has lost his family because of the injustice in the law system. He lives at the YMCA, can hardly make it through each month, and here he is, helping me!" Byron was overwhelmed by Jeremy's spontaneous support.

"And there's this guy Bob, he works on Parliament Hill and he stays at the Y as well. Well, he brought me a strawberry muffin and coffee yesterday. He works for the Bloc Quebecois."

Byron tells me that he has handed out more than 1500 information sheets regarding his case and the criminals who preyed on his family for so many years in Grand Banks, Newfoundland.

"I'll be walking around a lot in the days to come, getting more handouts to the people." he says.

Byron Prior in Ottawa for Justice

I spoke to Byron in Ottawa this evening. This is what he had to say:
He arrived in the capital city on Tuesday and stopped to have lunch in a little delicatessen downtown:
“There was this little Italian elderly lady who owned the place and who sat and watched the News with me. She listened to my story and asked me for my information package. She said she would talk to people. She refused to accept anything for the meal. So kind, I tell ya.”
On Tuesday evening Byron attended a meeting downtown where the corruption in the family law system and in the civil service was discussed. There he met and spoke with Jeremy Swanson, an advocate for father’s rights and Equal Parenting in Canada.
“Jeremy has not been allowed to see his children for more than two years. Here is a man who has been very, very hurt by this crazy system. And what a gentleman, he was so helpful.”
Byron says “the guys” helped him understand etiquette on the Hill and offered him support during his stay. They told him about the Catholic Father who stood on the Hill to protest against abortion and the Falun Gong who protested for Human Rights in their own country. The Guys even took him out for a couple a beers and a great sandwich after the meeting.
On Tuesday and Wednesday Byron handed out 300 of his information leaflets where he explains the crimes that have been committed against his family and the corruption that has kept his family from access to justice for over 3 decades.
Yesterday he attended the Farmer’s Rally on Parliament Hill where more than 10,000 Canadian farmers gathered to ask Prime Minister Harper to keep his promise to help agriculture and farming in Canada.
“I spoke to a lot of the guys there. They told me their stories and I told them mine. Some of them even asked for my information and said they would help where ever they could.”
Foreign Minister Peter Mackay attended the Rally and Byron seized the opportunity to speak with him.
“He remembered me. I reminded him of the letter and my website and he said he knew who I was. He asked for my information and gave it to one of his assistants. So I expect to hear from him.”
We hope Byron does hear from Minister Mackay. Canada cannot afford to have it’s international reputation tarnished. Just imagine what it would do to the Immigration Industry if people found out about the level of corruption in government here?
I asked Byron how far he had walked today:
“Oh, about 8 to 10 miles. It was tough going with all those stairs to climb. But I did it and I’ll keep doing it. So far I’ve handed out 700 leaflets. Next week I’ll be up on the Hill handing out my letters to people and talking to them.”
We spoke about the possibility of Justice Minister Toews granting an audience to Byron:
“Yes, it is necessary. I believe that the Justice Minister understands that this corruption has to be eliminated.”
I comment that he appears to be meeting a lot of good people and making some headway in Ottawa:
“Yeah, you know, they had me dead in the water back home in Newfoundland. But, as a wise friend said, I have jumped off the Merry-Go-Round and I have brought my story to the capital.”
Indeed he has, and we wish him the best. He deserves it. So does his family and all of our families - we deserve justice and protection from organized crime.

War of the Worlds

Despite super effects, a huge budget, and the cinematic pedigree of alien-happy Steven Spielberg, this take on H.G. Wells's novel is basically a horror film packaged as a sci-fi thrill ride. Instead of a mad slasher, however, Spielberg (along with writers Josh Friedman & David Koepp) utilizes aliens hell-bent on quickly destroying humanity, and the terrifying results that prey upon adult fears, especially in the post-9/11 world. The realistic results could be a new genre, the grim popcorn thriller; often you feel like you're watching Schindler's List more than Spielberg's other thrill-machine movies (Jaws, Jurassic Park). The film centers on Ray Ferrier, a divorced father (Tom Cruise, oh so comfortable) who witnesses one giant craft destroy his New Jersey town and soon is on the road with his teen son (Justin Chatwin) and preteen daughter (Dakota Fanning) in tow, trying to keep ahead of the invasion. The film is, of course, impeccably designed and produced by Spielberg's usual crew of A-class talent. The aliens are genuinely scary, even when the film--like the novel--spends a good chunk of time in a basement. Readers of the book (or viewers of the deft 1953 adaptation) will note the variation of whom and how the aliens come to Earth, which poses some logistical problems. The film opens and closes with narration from the novel read by Morgan Freeman, but Spielberg could have adapted Orson Welles's words from the famous Halloween Eve 1938 radio broadcast: "We couldn't soap all your windows and steal all your garden gates by tomorrow night, so we did the best next thing: we annihilated the world." --Doug Thomas

CHICAGO, Illinois (CNN) -- An Internet chat room that streamed video of live child molestations has been shut down and 27 people have been charged with online child pornography offenses, federal authorities said Wednesday.
Justice Department and Immigration and Customs Enforcement officials still are looking for one suspect after an undercover sting operation shut down a Web site called "Kiddypics & Kiddyvids."
It was not clear exactly how many suspects had been arrested, but Randall Samborn, a spokesman for the U.S. attorney's office in Chicago, said, "Most have been [arrested]."
One of the seven molestation victims was younger than 18 months, according to the Justice Department. (Watch Attorney General Gonzales describe the allegations -- 2:37)
Four minors under the age of 12 also were shown on the Internet site being molested.
Immigration and customs Assistant Secretary Julie Myers on Wednesday described the chat room as "molestation on demand."
The name of two of the videos listed in the indictment are explicit; one suggests that one of the victims was a 7-year-old girl.
An indictment of three people allegedly involved in the chat room states that the host of the chat room used the screen name "G.O.D." One of those charged -- an Edmonton, Alberta, man who used the screen name "Big_Daddy619" -- allegedly distributed live videos of himself molesting the four children younger than 12.
Among those arrested is Brian A. Annoreno, of Bartlett, Illinois, who is accused of producing video of himself molesting and performing oral sex on an infant, officials said.
Annoreno's lawyer denied that charge Wednesday and said his client was not involved in distributing child pornography.
Thirteen of the people charged are from the United States, nine from Canada, three from Australia and two from England, according to the Justice Department. Charges in the United States include criminal complaints unsealed in Illinois, Tennessee, Michigan, Nevada, Florida, New York, Arizona, Hawaii and North Carolina. Most of those charged are identified only by their screen name.
Four of the suspects are accused of molestation, and the others are charged with possession, receipt, distribution and manufacture of child pornography, as well as conspiracy and other offenses.
"We plan to prosecute them and others involved in this vile chat room to the fullest extent of the law," Attorney General Alberto Gonzales told reporters in Chicago, adding that the victims "are now in safe custody."
The investigation into the Web site, which was not designed to generate a profit, began 10 months ago with an arrest in Edmonton, Alberta, according to the Justice Department. Gonzales said law enforcement officials from outside the United States participated in the investigation.
The chat room, which Gonzales said contained "the worst imaginable forms of child pornography," was designed in such a way as to cloak users' activities from law enforcement, he said.
Though the Web site did not generate a profit for its administrators, access was controlled by an organized hierarchal structure that was "very concerned about security," Myers said. Without elaborating, she added only that the chat room's organizers "would ask for certain things in order to prove you weren't law enforcement."
Samborn said the structure and security of the site -- and especially the live, streaming video -- made this case stand out from other child-pornography cases.
"I've never seen anything that rivals this," Samborn said of the use of live, streaming video.
The suspects used peer-to-peer file sharing, typically used for exchanging music and movies, and private instant-messaging services to disseminate the child pornography, the Justice Department said in a news release.
Annoreno was one of three people indicted in Chicago for conspiracy to possess, receive, solicit and distribute child pornography. Also indicted were Gregory J. Sweezer of Aurora, Illinois, and Lisa A. Winebrenner of Osceola, Iowa.
The three are at the center of the investigation, said a federal law enforcement officer who asked not to be identified.
The indictment states that Sweezer sent two videos to an undercover law enforcement officer. Both videos depict a man molesting a girl younger than 12, the indictment states. Sweezer is also accused of distributing a video, the title of which suggests it contains images of a 7-year-old being molested.
On March 9, Winebrenner, who occasionally served as host of the chat room, purged her computer of pornographic images using widely available commercial software, according to the indictment.
The next day she also "discussed with the administrators of the chat room, through online communications in the chat room, a contingency plan for the continuation of the chat room in the event that she were to be arrested," the indictment states.
The Justice Department said the site's "host" was Royal Raymond Weller of Clarksville, Tennessee, who was arrested March 6.
The Justice Department also identified some administrators of the site: Jason Wilson of Milton, Florida; Michael Burns of Reno, Nevada; Kenneth Fisher of Charlotte, North Carolina; Marcel Deslauriers of Longueuil, Quebec; and Mill Park of Victoria, Australia.

Having proven his ingenuity as the writer of The Truman Show, and writer-director of Gattaca and the under-appreciated Simone, Niccol is clearly striving for Strangelovian relevance here as he chronicles the rise and inevitable fall of Yuri Orlov (Nicolas Cage), a Ukrainian immigrant to America who makes his fortune selling every kind of ordnance he can get his amoral hands on. With a trophy wife (Bridget Moynahan) who's initially clueless about his hidden career, and a younger brother (Jared Leto) whose drug-addled sense of decency makes him an ill-chosen accomplice, Yuri traffics in death the way other salesman might push vacuum cleaners (he likes to say that alcohol and tobacco are deadlier products than his), but even he can't deny the sheer ruthlessness of the Liberian dictator (a scene-stealing Eamonn Walker) who purchases Orlov's "products" to expand his oppressive regime. Niccol's themes are even bigger than Yuri's arms deals, and he drives them home with a blunt-force lack of subtlety, but Cage gives the film the kind of insanely dark humor it needs to have. To understand this monster named Yuri, we have to see at least a glimpse of his humanity, which Cage provides as only he can. Canada's police are having difficulty pace with pedophiles who prey on their young victims through the Internet, because lawmakers and the courts fail to appreciate the extent and the seriousness of the problem, says Toronto police chief Julian Fantino.
"This is a global issue, [in which] Canada is lagging behind and we don't have the technical expertise, the backing of the justice system or the financial resources to investigate it," Fantino told the Calgary Sun. The whole issue of pornography and protecting children from sexual predators "is underappreciated by the legal system . . . which [hands out] insignificant sentencing," he added.
Fantino was in Calgary to speak at Crimestrike Four, an event hosted by local Canadian Alliance MP Art Hanger. "We want to push the federal government to make tougher laws against pedophiles," said Hanger. "The federal government has not kept pace with the offenders and has failed to regulate service providers."
"We can't keep up with the workload at all," agrees Superintendent Peter Macaulay, who heads the RCMP's technological crime branch. "[Internet-related crime] is a growth industry, right across the board. . . . It's exponential," he told the Vancouver Sun. The Ottawa-based unit investigates primarily pornography, crimes against children, national security and fraud. But despite a quadrupling of his staff just in the past two years to more than 150 officers and civilian experts, Macaulay admits even that is that what is needed to combat the growth and the increasing complexity of cybercrime.
One of the unit's biggest challenges, says Macaulay, is the time it now takes to search a suspected offender's computers for evidence. "Five years ago, people would be sitting there with a 40-megabyte hard drive. Now we're looking at 100 gigabytes as the norm - all of which has to be analysed."

The Canadian Supreme Court ruling that redefined obscenity for that nation and legalized group-sex clubs, combined with Canada's unusually low age of consent – 14 – will result in an influx of pedophiles to America's neighbor to the north, contends a former consultant to the U.S. Justice Department.
In its Dec. 20 decision, Canada's Supreme Court legalized a type of business activity previously restricted by Canadian law, overturning two previous Quebec Court of Appeal decisions that had ruled group-sex clubs qualified as "bawdy houses" violating Quebec's community decency standards and were therefore illegal.
Judith Reisman, a world-renowned scholar and author of four books, including "Kinsey: Crimes and Consequences," said that since under Canadian law 14-year-olds are legally considered "consenting adults," the court's controversial decision "will now make Canada a sex traffic playground for pedophiles."
A former consultant to three U.S. administrations, Reisman, who is also a WND columnist, says the court's decision sends a clear message to pedophiles: "You don't have to go to Asia anymore. Pedophiles can have the blond, blue-eyed kids in Canada, too."
The Canadian government, Reisman believes, is sending a strong message to international sex traders that "you can get all the kids you want when you come to Canada." The liberalization of the Canadian courts, the author contends, shows "that pedophiles or politicians who refuse to prosecute these types of crimes are in power more than ever in Canada."
Supreme Court Chief Justice Beverly McLachlin was joined by Justices Major, Binnie, Deschamps, Fish, Abella and Charron in the sex-club decision. Dissenting justices Michael Bastarache and Louis LeBel said the high court's ruling "strips of all relevance the social values that the Canadian community as a whole believes should be protected," according to Canada's Globe and Mail newspaper.
"There is a real trend to break down moral principles in Canadian society," said Gwen Landolt, vice president of Real Women of Canada, according to LifeSiteNews.com. "The implications are horrendous," said Landolt. "It's an exploitation of human sexuality. Fourteen-year-olds will be exploited."
"The Canadian government," Reisman told WND, "will see that the kids are clean from sexual disease by giving them the appropriate drugs and medication and if they get pregnant, they will provide them with abortions."

Two women have been arrested after a police investigation into a child-prostitution ring in Winnipeg.
Police are releasing few details, but say two women have been charged with prostitution-related offences and crimes relating to the corruption of children.
Patrol Sgt. Shelly Glover said the investigation began in September, when information came to the police about young women and girls being forced into prostitution in the western end of the city.
Glover said police are remaining tight-lipped on the matter because their investigation is still active and more victims may come forward.
"We have information regarding some of the victims, [but] we have not completed all of the things we need to do in our investigation. Those victims that we are already aware of could be placed at risk," she said.
Glover urged parents to talk to their children if they at all suspect they could be victims of the prostitution ring.
"If parents do speak to their children about these types of matters, and they disclose something, it's important that either Child and Family Services be contacted, or … preferably the [police] child abuse unit, because they are co-ordinating a multi-agency investigation here."
Glover said most of the victims are children under age 16.

In 1995, THE HONORABLE JUDGE THOMAS J. GOVE, Commissioner of the inquiry into the adequacy of the services, policies, and practices of the Ministry of Social Services as they relate to the apparent neglect, abuse and death of Matthew John Vaudreuil, was quoted as saying,
'The Judicial System is effectively ineffective in protecting children.'
RCMP CPL. JACQUES DRISDELLE was quoted, in 1995, as saying, in part,
'Politicians are expected to be accountable to the public, but Judges are not accountable to anyone under our system. If the law is not enforced, disorder increases. There is no point in legislating anything that the courts are not prepared to enforce with deterrent sentences.'
FORMER VANCOUVER CITY POLICE CHIEF, RAY CANUEL, was quoted in 1995, as saying,
'The Justice System is not working. Criminals laugh at the system while the victims of crime continue to suffer.'
ON MARCH 09, 1998, BYRON PRIOR gave full statements to the RCMP in Grand Banks Newfoundland regarding the abuse he and his sisters and brothers had endured at the hands of ALEX T. HICKMAN, BILL MATTHEWS, and others.
TO DATE, SEVEN YEARS LATER, nothing has been done by the authorities to bring T. Alex Hickman or the other perpetrators to justice. The Priors continue to suffer in silence.
Over the past two years, Byron has handed out over 4,000 flyers in his home town because the RCMP , the local, provincial and federal authorities have failed to investigate his reports of abuse, as they are mandated by law. Byron has been ostracized from his family, his community and places of employment. Microsoft System Tracks Pedophiles

TORONTO -- In January 2003, a Toronto Police detective sent an e-mail to Microsoft Chairman and Chief Software Architect Bill Gates asking for help in the fight against child exploitation.
Today that plea was answered with the official launch of the Child Exploitation Tracking System (CETS). Development of the CETS system began in 2003 and involved the Toronto Police Service, the Royal Canadian Mounted Police (RCMP), the U.S. Department of Homeland Security (DHS) and other global law enforcement bodies.
CETS is a Microsoft-developed, security-enhanced database that works with existing offender tracking systems in various global jurisdictions to allow investigators to tap into the data and make connections that help them more effectively track, locate and ultimately arrest offenders.
CETS is based on Microsoft Windows and Microsoft SQL, though according to Microsoft Canada President David Hemler the system won't force authorities to migrate to Windows and/or other Microsoft products.
"The system was designed to be able to integrate with the offender management systems around the world," Hemler explained in a morning press conference. "We didn't want them to have to migrate off those systems. A lot of design went into the interoperability and open standard of this."
Police services are able to tap into the CETS system via an Internet portal over a secure connection. The system has been in active beta testing since at least October 2004, and the Toronto Police Service together with the RCMP claim it has helped in the arrest of at least four alleged criminals.
CETS was rolled out in Canada but has not yet seen time in the U.S., though the goal is to roll the system out globally. Hemler and RCMP Commissioner Giuliano Zaccardelli stressed that collaboration with the DHS was a critical aspect of the development of CETS. "One of the key design point we had is that we had great collaboration from the department of Homeland Security early on in our process up here to give us input into how they could use and how they might use it and how it might be applicable in the U.S.," Hemler said. "We're actively working with law enforcement agencies within the U.S. to take what we've learned with CETS and make it available there."
To date, Microsoft has donated the software and services behind CETS to the Toronto Police Service and Canadian authorities. Microsoft has also pledged to continue to support it both locally and on a global basis making it available for free to authorities that want to use the service.
"We've given away all of our software and service in the development of CETS, roughly $2.5 million to date; we've additionally committed $2 million around this project office to ensure that deployment within Canada and on a global basis continues and we're committed to give this software away to any police or law enforcement organizations on a worldwide basis that want it," Hemler said.
Microsoft will not directly be making any money from the CETS initiative; rather it is seen as part of the software giant's commitment to being a good citizen.
"There is no additional revenue for Microsoft," Hemler said. "What's in it for Microsoft is a safer Internet upon which we all live and work, which is a huge aspect of what we believe is important in society.
"Frankly it amounts to doing the right thing."

Take Action Against Explicit Magazines in Family Stores

In May 2003, Wal-Mart stores in the United States have stopped carrying several young men's magazines (Maxim, Salon and FHM) after criticism from local consumers and family organizations.

You can play a role in encouraging stores in Canada to limit or drop offensive magazines.
The next time you visit your local grocery store, you may want to peruse the magazines sold in the check-out line and magazine aisle to see if sexually explicit publications are available. In the magazine aisle, look for magazines marketed to men featuring scantily clad women. In the check-out line, look for magazine covers featuring topics of a sexual nature. If you identify such products, here are some suggested talking points for expressing your concerns to the store manager.
ACTION STEPS
1. Take copies of the magazine(s) you have located with you as you ask to speak to the store manager. Use the magazine(s) as an example of your concern.
2. Ask who decides what magazines are sold. Is it a local decision or a corporate one?
3. If the decision is local, ask that the store stop selling the magazine(s) in question.
4. If the decision is made at a corporate office, ask how to contact corporate officials to complain.
5. Ask the store manager if the store sells these magazines to minors. Some of the magazines may be shrink-wrapped. Does store policy set an age requirement for purchasing shrink-wrapped magazines?
When contacting a corporate office, give specific information about the particular magazine(s) you found (tell them you found magazine X at Y store in Z city). Ask them the following questions:
1. What is your corporate policy regarding the sale of sexually suggestive or explicit magazines?
2. If you sell such items, do you have restrictions on how they are marketed? (Shrink-wrapped? Above the eye level? With binder covers to block out the images?)
3. Do you sell these magazines to minors?
4. What discretion does the corporation give to local managers to stop selling such magazines?
5. How lucrative are the sales of such magazines?
6. Finally, ask the corporate office to record your information as a complaint again the magazine(s).
You can also contact the city bylaw department to ask about existing laws on displaying suggestive magazines.
